Do the items that increase item drop rate also improve quest loot drop rate?

From what I'm seeing, chungha/scav yeganeh/cnc/canna are among the top tier dps at the moment. I'm not sure which one of them carries the highest ROE so I need your advice on this, especially between chungha and scav. Also, is resistance caisse worth playing?
