I don't remember the original NPC in the game for about a year, but in reboldo I talked to everyone I remembered, and the NPC is not specified in the quest

try click "Quest area" tab, there could be location of quest giver
Also i remeber first quest of florio started in rebo, try talking to nps at rebo marked (najib, idge...), lyndon or domingo

Try to delete 2 items quest, then try just with 1 talking with NPC.

Unfortunately u need gm to remove the 3 piece and for you to redo the quest (kill testo) for the item. previously when it was patch in there was a shop to sell the extra quest item which i think is already removed
