If you plan to start making a server emulator you are better off using the highest version of English game client, which is SeaGE.
I wish you all the best, in the last 14 years, everybody has failed to do so, this is a project that requires a full team of developers and multiple thousand working hours.
Playing the game offline isn't possible without a server emulator.

you have some serious skills. what kind of work do you do outside of managing this server, or what would you be interested in doing?
