There are two versions of premium areas like the one you have mentioned.
The area you try to enter was designed for GE servers with players that like to play in internet cafes.
This is mostly a phenomen to Korea, Japan, China and South East Asia.
The buff mentioned on the screenshot is not available on our server.
You should try to warp portal next to it, you will be able to enter with Pioneer Premium or Boosting Package - Expert.

Correct, it is the same map.
We will remove this warp entrance with the next maintenance so there is no more confusion about it.
