Catherine Torsche recruitment mission not activating

*****PLEASE HELP****

I'm trying to do the Catherine Torsche Recruit mission but it's not being activated. The pre-requisite missions are done. from town, I'll warp to the mansion then walk F4 of the mansion grand library and still not being activated.

please need your suggestions what can I do to activate this mission. "Secret Conversation" mission is also not showing in Alt+A
