But as far as donating goes for someone from the united states could
I just get a giftcard/visa card and use that? or would i have to specifically use another service?

You can choose from over 30 payment options, they are all listed here.
If you are from the USA, your most comfortable option would be to use PayPal, which we also offer.

Why is GE one of the only games that has to have a complicated process to top up pts
no matter what server you play lol.

Well for official servers I don't know why the cash shop / topup process is this complicated.
I can only say that for our server, we have choosen the current system in order to prevent DMCA issues.
