There's a quest in Kielce (from Artisan, Victor) that requires you go use the Shelf to convert Rufus Wings into Hard Scales. Unfortunately that has been removed from the game for some reason, so now it's literally impossible to get Hard Scales. So my suggestion is to change the quest to require 10 Rufus Wings instead of 10 Hard Scales, since that's basically what the quest needs in the first place.

It fixes a broken quest from being incomplete because of a feature removed.

1, since this quest directly affects the player ability to gain favor in Kielce. There's other quests, and the ! is a bit of an annoyance to see.
- Will it affect the game economy?
I doubt it, unless extra favor per day somehow leads to more vis? It might increase demand of Rufus Wings slightly.
- Will it affect a core feature of the game?
It was affected by a core feature being removed, so no it will not.
- If we approve it, what will happen?
We will have another quest to get Kielce favor with.
- If we decline it, what will happen?
Then every player will never be able to complete this quest and it will haunt their dreams.
