I undertsand ur point tbh but is something u still can use even without pots. If u use a scout with 2 TA rings will be the same, isnt it?

isnt that because of e. presto :o? It's tru that rifft potion give more cast spd but it is a buff u can get also with scout. TA buffs give less casting time than ET buff. But u lack on 1 ar. If we already have pot lvl 12 of principal and every ET buff. I dont see why not having TA buffs lvl 12...
