Christmas Pioneer Journal in one account but not the other

Hey folks, it's been 5 days since I've played, I created both accounts at the same time and made sure both are getting the same things through quests and leveling. After interacting with the NPCs in Reboldoeux, one account has the Christmas Pioneer Journal but the other doesn't.

Did I do something wrong?
