The file contains the information which patch files need to be downloaded.
1. Disable your antivirus software and try again.
2. Next restart your computer and try again.
3. Disable VPN if you are using one.

Well as you will see I do not use vpn, the antivirus deactivate it and restart the pc, but I continue with the same error 820

So the download of the file works in your browser but not on the game patcher.
That means the internet connection isn't the problem and file download isn't being blocked.
1. Please put file "updater.config.xml" into game-folder (overwrite it) and start patcher again.
2. If point 1 doesn't work, put the files "prepare_revision_v2.txt" and "revisions_v2.txt" into game filder (overwrite them) and start patcher again.
