You're supposed to talk to Kurt twice with a Wheel of Destiny on to receive a quest mail. However, talking to him only presents 2 options both of which are dead ends. There are no pre-requisites to this quest other than having Baron lv1/Otite Perfume and a Wheel of Destiny on your leader.
I've tried talking to all the other NPCs in the area, but they all have dead end conversation choices as well. The yellow ? mark above Kurt shows that there is a quest available, but for some reason it's not working. I have the feeling that he isn't detecting the WoD that my character is wearing, or the quest mail is stuck in limbo somewhere. This is a problem because not being able to finish the recruitment quests for Kurt/Edward means you can't start the Selva/Edward sub-quest, which opens Bristia EP1.
