Thanks for the report, this has been a mistake on my side.
I have corrected it, fix will be delivered with next maintenance.

Newly created Valeria characters will get stance after promoting to Veteran.
For existing characters at Veteran promotion or above you can buy the stance manual from Master Guardian NPC at Expert Stance manuals > Others.
