As title states high quality ruby, emerald and sapphire are almost impossible to get ingame since latest patches and Andromida server upgrades.
Specially for new players.
Various quests still need normal and high quality gems to proceed.Like Errac main quest line.
The items should be in Quest shop as they are not affecting the economy or any game mechanics or give us a way to break down gems starting with archangel,yggdrasil and siren and onward to high quality and normal ones.
I did try most of the mini bosses and instances that used to drop them but i haven't gotten any,also they are gone from alchemy and relic exchanger too.
