How do you make level 13 skill?.

Saw some have level 13 skill wondering how does he do it? because you can only use 2 ring gives +2 level 12.

some artifacts can add +1 ( like rio, leonel)

And don't forget the new GM stance for Scout (Additional Training - not out yet) which gives another level to skills.
I forgot to mention that the old weapons(AR under 28) were giving additional points to some skills. This feature should return to new weapons.
