I`ll give whoever is willing to translate GE some tools that`ll make the process easier- XML separation tools (to translate content with contexts, like separate only the item names, item descriptions, or any other type of strings (structured by client-side), some other tools, and guide you through all the translation problems& stuff.
But be prepared for the fact that if you`re willing to translate stuff "from scratch", without using of old ChGE client- that`s A LOT of work. There`re ~150-170k strings in game files, and ~100k of it need to be translated (other is old\deleted\revised\etc content).
As for Input support...
I`ve once tried to implement Arabic texts support into GE, the thing is as long as your font supports the language you`re writing in ( font can be easily swapped), it`ll work on the level of char\signs. But GE client needs some things to support writing rules (Arabic right to left write order is a good example). Since there was Chinese GE which closed some years ago, Chinese input methods should be supported alright, maybe IME from old GE client will be needed, but it`s possible to solve.
