Bugged Quest?

I read on the forum that you can do Simon's quests regardless of faction or affiliation now on this server, but it is telling me I must be republican. Am I just misunderstanding? I am not in a faction currently.

The Quest in mention is the Veleria Quest for Joaquin Basement

Simple ,u need join fraction to finish this quest
